Shoe Camera used to look up Women's Dresses

David Delagrange was arrested at Castleton mall in Indianapolis on Saturday after witnesses told police he was acting suspicious.

Nicole Halliness lives right next to David Delagrange in Fort Wayne. Halliness says “We never really talked at all. He was quite. If we passed each other we'd say hi.”  Nicole was surprised to hear her neighbor is accused.  Halliness says “When I found out I was like that's a bit scary, you never know who you live next door to.”

40 year old David Delagrange was arrested after witnesses saw him slide his right foot under a woman's dress. Sergeant Matt Mount, of the Indianapolis Metropolitan Police Department says “This individual has rigged a camera along with light and audio equipment into his right shoe and he was basically sticking that shoe under women and girls dresses.”

Fort Wayne police helped detectives get a search warrant to Delagrange's home. In his home and car they found more equipment, photos and a laptop computer. Mount says “From what I understand this individual is an engineer. If that's so he's got the expertise to do this kind of thing.”

Currently Indiana law doesn't protect against invasion of privacy in public. 
An attempt to change that, failed this year. Senator Tom Wyss, a Republican of Indiana, says “The law I was attempting to do this year, because it created a felony for an individual convicted of it, was considered an additional cost to the state. What we did this year was not read any bills that would be an extra cost to the state.”  Senator Tom Wyss says he will push this law again next year. If it passes it will make invasion of privacy in this form a felony.

The number of victims is unknown. One victim is a minor. Delegrange is facing charges of child exploitation, Voyeurism, and resisting law enforcement.
